The charging voltage seems high to me, I would expect between 14-14.8v.
Is it a new battery?

The engine light only goes off when you start the engine. You would know if it was the dephaser, you would hear a rattle on starting the engine like a box of spanners. Then it would go quiet. Are you sure the noise is from the tear and not front right?
This sound like the dephaser to me.

Running rich is probably the most likely answer. Now what would cause that? Dodgy Cam sensor, dodgy coils, dodgy plug, etc. So without some other testing and codes its' hard to say but one thing is for sure. GO TO ANOTHER GARAGE! Replacing both O2 sensors will not fix this issue. Is it missing at all?

I doubt its both sensors to be honest.

I don't think it should start just by pressing the start button, you either have to press the brake or the clutch as a safety feature so that the car won't jerk forward.
