Yes, if he scraped the cigarette lighter with a screwdriver or anything metal that could of blown a fuse. You should check the fuses on the engine bay, its an easy job to do even if you are a newbie. Just open up the bonnet and check close to the battery you will see a plastic box open that up and check the fuses.

Im not sure if its linked or not, but i had a similar issue and i know for sure that a few things are linked to the same fuse. So the first thing you should do is open up the fusebox, you can check the fuses with a multi meter. If you dont have a multi meter, you can just remove each one and check if the wire in the fuse is broken or not. If you see one with the broken wire, just replace it with a new one but same amperage. fuse F2C heater blower/ac interior fuse box passenger glovebox side
F2T heated seats " " "

F7B cig lighter engine fuse box

All that rain, check round fuses and connectors for water ingress or damp.
