Alloy wheels.

Seemingly the outer-face finish to an alloy wheel is more substantial and more durable than the coating given to the inside of an alloy wheel.
I have just purchased a superb looking 265 RS and externally apart from the front-face stone chipping and that I am in the process
of repairing as per the suggestion I gained from this forum.
However, in order to coat the wheel hub with a silver paint I removed a wheel and found particularly around the inner circumferential rim + the inner wheel rim edge that the paint was in places blistered / bubbling / say corroded. This blistering is easily scraped off and I now need to know how to treat the faulted /pitted blistered areas before recoating with cellulose or any other protective coating.
I would appreciate the remedial thought of a practised owner.
