it's really noisy! renault can turn them on/off for you apparently.

Hmm. I'm not sure about the key card being charged while in the slot. Some cars do this; I had a BMW with this feature. But as far as I know the Renault key card has a regular non-rechargeble watch-type battery.
On the alarm blips, I remember on researching some other European cars that many have this feature but it is turned off for vehicles exported to the UK. I have a feeling that there are noise abatement regulations in the UK regarding this and have to say that after a period 10 or 15 years ago when the beeps, bongs and tunes of people locking their cars could be heard all over the place, I rarely hear any now.
Perhaps manufacturers have been instructed or politely asked to disable this feature for the UK by our wonderful control freaks in Westminster! Your dealer might, therefore, pretend it's not possible. I am convinced that it can be done via the diagnostics port thingy. If you're going to ask, try to get one of the technicians on his or her own.

As you said, Renault can turn it on or off. Perhaps it defaults to on when certain things are disconnected and your dealer forgot or decided not to turn it off again.
