oxygen sensors and 21A4 obd command

instrument panel: the orange engine symbol lights up and the message "check emissions" appears

four DTCs: 0136, 0141, 0300, 0313 -> downstream oxygen sensor (after catalyser), misfires

according to file of ECM (S3000_AD_CAN_3_X84ph2_S.json)
byte 3-> 5C=92 -> 898mV voltage of upstream oxygen sensor
byte 10 -> 2F=47 -> 459mV voltage of downstream oxygen sensor
bytes 6,7 -> 0000 -> 0 ohms of upstream oxygen sensor heater
bytes 13,14 -> 0000 -> 0 ohms of downstream oxygen sensor heater

I test the command 21A4 in my friend Scenic II, no DTCs found, and the reply is similar to above
I get 0 ohms to heater of both oxygen sensors.

I want to ask you, what is the way to read the heater resistance by 21A4 command?

I do not try the diagnostic routines OBD SAV by these commands: 31080003, 31080103
if someone has a reply from the above please post here

as regards the fault
before six months I replace the coils with new ones (Valeo)
I remove the coils and spark plugs, these were slightly moist, after a good cleaning
and refitting them, I erase the DTCs with 14FF00 command
the orange engine symbol did not come on again
