Metal cable hanging from near the fuel tank

Hi all,
New Megane owner, it's my first car and loving it. Today I noticed the plastic retaining clip holding up some hard metal cable that is wrapped around the fuel tank has become slack and won't hold it anymore. I've been told it's the handbrake cable? It's near the edge of the car. Isn't hanging down massively, but enough to see it when stood at the side.
Question is, is this a handbrake cable? And any idea where I can buy another clip to get it to stay up?
